Mid-Term Review of Safeguard Measures on Clothes Washers Released. The USITC has released its mid-term review of the safeguard measures currently in place on large residential washers from most sources. Subject merchandise imported under a 1.2 million unit tariff-rate quota will face safeguard tariffs of 18 percent through 6 February 2020 and 16 percent from 7 February 2020 through 7 February 2021. Out-of-quota merchandise, meanwhile, will face safeguard tariffs of 45 percent through 6 February 2020 and 40 percent from 7 February 2020 through 7 February 2021. Covered parts of LRWs will be subject to a 45 percent tariff through 6 February 2020 if imported over a separate TRQ of 70,000 units, as well as a 40 percent tariff from 7 February 2020 through 7 February 2021 if imported under a separate TRQ of 90,000 units.

The report highlights a number of significant developments since the imposition of the safeguard measures, including decreased imports, generally increased prices, some improvement in the financial performance of continuously operating producers, increased production by two new U.S. producers, increased employment in the industry, and progress implementing adjustment plans. Among other things, domestic producers of subject merchandise argue that the safeguard measures are producing positive effects for the domestic industry and supporting on-going efforts to fully implement their adjustment plans.

Scheduling of Expedited Sunset Review of AD/CV Duty Orders on Steel Line Pipe. The USITC has scheduled the expedited sunset review of the AD and CV duty orders on circular welded carbon-quality steel line pipe from mainland China. The staff report was placed in the non-public record on 8 August and a public version will be issued thereafter. Comments and statements are due by 15 August and may not contain new factual information.

Scheduling of Expedited Sunset Review of AD Duty Order on Innerspring Units. The USITC has scheduled the expedited sunset review of the AD duty order on uncovered innerspring units from mainland China. The staff report was placed in the non-public record on 13 August and a public version will be issued thereafter. Comments and statements are due by 23 August and may not contain new factual information.

Section 337 Investigation of LED Packages Containing PFS Phosphor Terminated. The USITC instituted on 16 May a Section 337 investigation of certain LED packages containing PFS phosphor and products containing the same from Hong Kong and mainland China. On 20 June, the complainants and respondents filed a joint motion to terminate the investigation based on a stipulated consent order and a settlement agreement. The administrative law judge in charge of this proceeding subsequently granted the joint motion and the USITC has decided not to review that decision, thereby terminating the investigation.
