Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.
Product: Common alloy aluminium sheet, classified under HTSUS subheadings 7606.11.3060, 7606.11.6000, 7606.12.3090, 7606.12.6000, 7606.91.3090, 7606.91.6080, 7606.92.3090, 7606.92.6080, 7606.11.3030, 7606.12.3030, 7606.91.3060, 7606.91.6040, 7606.92.3060, 7606.92.6040 and 7607.11.9090.
Nature of Notice: Preliminary affirmative determination, partial preliminary affirmative critical circumstances determination, and alignment of final AD and CV determinations in CV investigation C-570-074, effective 23 April 2018.
Summary: The DOC has preliminarily established the following subsidy rates for imports of subject merchandise. The DOC will instruct CBP to begin collecting CV cash deposits on imports of subject merchandise at these rates. If both the DOC and the USITC issue affirmative final determinations in this case, the DOC will issue a CV duty order and require CV cash deposits at the rates specified therein, which could be different from those set forth below.

The DOC has also preliminarily determined that critical circumstances exist for Chalco Ruimin Co. Ltd., Chalco-SWA Cold Rolling Co. Ltd. and all other exporters or producers not individually examined, but do not exist for Yong Jie New Material Co. Ltd., Henan Mingtai Industrial Co. Ltd. and Zhengzhou Mingtai Industry Co. Ltd. In addition, the DOC has aligned the final determinations in the AD and CV investigations of subject merchandise so that they are both issued on 29 August.
Product: Certain steel wheels, classified under HTSUS subheadings 4011.20.1015, 4011.20.5020, 8708.70.4530, 8708.70.4560, 8708.70.6030, 8708.70.6060, 8708.99.4850, 8716.90.5045 and 8716.90.5059.
Nature of Notice: Initiation of AD investigation A-570-082 and CV investigation C-570-083, effective 16 April 2018.
Summary: The scope of these investigations covers on-the-road steel wheels, discs and rims for tubeless tyres, with a nominal rim diameter of 22.5 inches and 24.5 inches, regardless of width. These wheels are generally for Class 6, 7 and 8 commercial vehicles (as classified by the Federal Highway Administration Gross Vehicle Weight Rating system), including tractors, semi-trailers, dump trucks, garbage trucks, concrete mixers and buses, and are the current standard wheel diameters for such applications. The standard widths of certain on-the-road steel wheels are 7.5 inches, 8.25 inches and 9.0 inches, but all subject wheels are covered by the scope regardless of width. While 22.5 inches and 24.5 inches are standard wheel sizes used by Class 6, 7 and 8 commercial vehicles, the scope covers sizes that may be adopted in the future for such vehicles.
The scope includes steel wheels with either a ‘‘hub-piloted’’ or ‘‘stud-piloted’’ mounting configuration, and includes rims and discs for such wheels, whether imported as an assembly or separately. Also included are steel wheels, discs and rims of carbon and/or alloy steel composition, whether cladded or not cladded, finished or not finished, and coated or uncoated. All on-the-road wheels sold in the United States are subject to the requirements of the National Highway Traffic Safety Administration and bear markings, such as the ‘‘DOT’’ symbol, indicating compliance with applicable motor vehicle standards. The scope includes on-the-road steel wheels imported with or without the required markings. Subject wheels imported as an assembly with a tyre mounted on the wheel and/or a valve stem attached are also included. However, if the wheel is imported as an assembly with a tyre mounted on it and/or with a valve stem attached, the wheel is covered by the scope but the tyre and/or valve stem is not covered.
Excluded from the scope are (i) steel wheels for tube-type tyres that require a removable side ring; (ii) aluminium wheels; (iii) wheels where steel represents less than fifty percent of the product by weight; and (iv) steel wheels that do not meet NHTSA requirements other than the rim marking requirements found in 49 CFR § 571.120S5.2.
The USITC will issue its preliminary injury determination by 11 May (a vote has been scheduled for 10 May).
Product: Glycine, classified under HTSUS subheading 2922.49.8000.
Nature of Notice: Initiation of CV investigation C-570-081, effective 17 April 2018.
Summary: The scope of this investigation covers glycine at any purity level or grade. This includes all forms of crude or technical glycine, including sodium glycinate, glycine slurry and any other forms of amino acetic acid or glycine. Subject merchandise also includes glycine and precursors of dried crystalline glycine that are processed in a third country, including refining or any other processing that would not otherwise remove the merchandise from the scope of the investigation if performed in the country of manufacture of the in-scope glycine or precursors of dried crystalline glycine. Glycine has Chemical Abstracts Service (CAS) registry number 56–40–6.
The USITC will issue its preliminary injury determination by 14 May (a vote has been scheduled for 11 May).
Product: Steel wire garment hangers, classified under HTSUS subheadings 7326.20.0020 and 7323.99.9060.
Nature of Notice: Partial rescission of administrative review in AD investigation A-570-918, effective 26 April 2018.
Summary: The DOC has rescinded its administrative review of the AD duty order on subject merchandise for the period 1 October 2016 through 30 September 2017 with respect to 17 companies after the petitioners timely withdrew their review requests.
Product: Honey, classified under HTSUS subheadings 0409.00.00, 1702.90.90 and 2106.90.99.
Nature of Notice: Continuation of AD duty order A-570-863, effective 26 April 2018.
Summary: The USITC determined on 3 April that revocation of the AD duty order on subject merchandise would likely lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. Accordingly, the DOC has extended the order for an additional five years.
Product: Diamond sawblades and parts thereof, classified under HTSUS subheadings 6804.21.0000, 8202.39.0000 and 8206.00.0000.
Nature of Notice: Partial rescission of administrative review in AD investigation A-570-900, effective 30 April 2018.
Summary: The DOC has rescinded its administrative review of the AD duty order on subject merchandise for the period 1 November 2016 through 31 October 2017 with respect to Bosun Tools Co. Ltd., Danyang NYCL Tools Manufacturing Co. Ltd. and Husqvarna (Hebei) Co. Ltd. after the petitioners timely withdrew their review requests.
Product: Freshwater crawfish tail meat, classified under HTSUS subheadings 0306.19.0010, 0306.29.0000, 1605.40.1010 and 1605.40.1090.
Nature of Notice: Initiation of new shipper review in AD investigation A-570-848, effective 30 April 2018.
Summary: The DOC has initiated a new shipper review of subject merchandise produced and exported by Nanjing Yinxiangchen International Trade Co. Ltd. during the period 1 September 2017 through 28 February 2018. The review will indicate whether the DOC is likely to establish a separate AD rate for this company.
Product: Various products.
Nature of Notice: Upcoming sunset reviews of AD duty orders A-570-860, A-570-908 and A-570-985.
Summary: The DOC has announced that separate sunset reviews of the AD duty orders on steel concrete reinforcing bars, sodium hexametaphosphate and xanthan gum from mainland China will be initiated in June. The reviews will result in either the revocation or continuation of the orders.

Nature of Notice: Opportunity to request administrative reviews of AD/CV duty orders, effective 1 May 2018.
Summary: Each year during the anniversary month of the publication of an AD/CV duty order, finding or suspension of investigation, an interested party may request that the DOC conduct an administrative review of that particular action. The DOC is now giving interested parties the opportunity to request, by 31 May, administrative reviews of the AD duty orders on the following products from mainland China for the period 1 May 2017 through 30 April 2018: aluminium extrusions (A-570-967), circular welded carbon quality steel line pipe (A-570-935), citric acid and citrate salt (A-570-937), iron construction castings (A-570-502), polyethylene terephthalate resin (A-570-024), pure magnesium (A-570-832) and stilbenic optical brightening agents (A-570-972). Parties may also request administrative reviews of the CV duty orders on aluminium extrusions (C-570-968), citric acid and citrate salt (C-570-938) and polyethylene terephthalate resin (C-570-025) for the period 1 January through 31 December 2017 as well as the CV duty order on 1-hydroxyethylidene-1, 1-diphoshonic acid (C-570-046) for the period 8 September 2016 through 31 December 2017. These reviews could result in (a) revised AD/CV duty assessments for entries of subject merchandise made during the period of review and (b) revised AD/CV duty cash deposit rates for entries made after completion of the reviews.

Nature of Notice: Postponement of preliminary determination in AD investigation A-570-071.
Summary: The DOC has decided to postpone its preliminary determination in this investigation from 14 May to 2 July. The preliminary determination will indicate whether the DOC is likely to establish AD duties on imports of subject merchandise.

Nature of Notice: Amended final results of administrative review in CV investigation C-570-017, effective 2 May 2018.
Summary: The final results of this review, which covers the period 1 December 2014 through 31 December 2015, were published on 16 March. Several parties subsequently filed ministerial error allegations and the DOC has now decided to make certain changes to the final subsidy rates, as follows. The DOC will instruct CBP to collect CV cash deposits on imports of subject merchandise at these amended rates.

Nature of Notice: Initiation of administrative reviews of AD duty orders, effective 2 May 2018.
Summary: The DOC has initiated separate administrative reviews of the AD duty order on glycine (A-570-836) for the period 1 March 2017 through 28 February 2018 and the AD duty order on multi-layered wood flooring (A-570-970) for the period 1 December 2016 through 30 November 2017. These reviews are scheduled to be completed by 31 March 2019 and could result in (a) revised AD duty assessments for entries of subject merchandise made during the applicable period of review and (b) revised AD duty cash deposit rates for entries made after completion of the review.
Product: Potassium permanganate, classified under HTSUS subheading 2841.61.00.
Nature of Notice: Partial rescission of administrative review in AD investigation A-570-001, effective 2 May 2018.
Summary: The DOC has rescinded its administrative review of the AD duty order on subject merchandise for the period 1 January through 31 December 2017 with respect to Chongqing Changyuan Group Limited and Pacific Accelerator Ltd. after the petitioner timely withdrew its review request.
Product: Utility scale wind towers, classified under HTSUS subheadings 7308.20.0020 and 8502.31.0000.
Nature of Notice: Final results of expedited sunset review in AD investigation A-570-981, effective 2 May 2018.
Summary: The DOC has determined that revocation of this AD duty order would likely lead to continuation or recurrence of dumping. The USITC will proceed with its own investigation to determine whether revocation would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The order will be extended for an additional five years if the USITC issues an affirmative determination but will be rescinded if the USITC issues a negative determination.
